The Master Agreement between the American Federation of Government Employees (AFGE) and the Department of Veterans Affairs represents a contract that each supervisor must be fully versed in.  Nationwide it covers more than 200,000 bargaining unit employees. It provides negotiated guidance on every aspect of recruitment, appointment, advancement, time/attendance, performance, and misconduct. Training on the Master Agreement will be presented over a 1-day period and provide specific guidance on various articles that impact Title 5, Hybrid Title 38 and full Title 38 personnel. Using a case study approach participants will examine Articles 14, Disciplinary and Adverse Action; Article 19, Fitness for Duty; Article 21, Hours of Work and Overtime; Article 27, Performance Appraisal; and Article 35, Time and Leave. We will discuss Management Rights under 5 U.S.C 7106, and the patient care exclusion under 38 U.S.C. 7422.  Each participant will receive a Manager’s workbook that will include guidance about the “roll over” articles that remain unchanged from the earlier contract, case studies with VA-specific guidance about the various Articles, a Glossary with key labor terms and their application to the workplace, and discussion about the Federal Labor Relations Authority (FLRA), the Merit Systems Protection Board (MSPB) and VA’s Disciplinary Appeal Boards (DAB) as they relate to the Master Agreement.
